Using the Federal Enterprise Architecture Framework (FEAF) as a model, an Addx integrated enterprise architecture team developed thousands of service and functional definitions in a reference model format to describe the capabilities of the IC’s systems and applications. They introduced a common architecture taxonomy for the Joint Architecture Reference Model, or JARM. By mapping the services with systems or applications and vetting the findings with stakeholders, the IC can use JARM to analyze and identify capability gaps; reduce system duplication; develop process flows; identify Enduring Functional Exchanges (EFEs); and identify technical, procedural, and policy barriers. Drawing on an analysis informed by this model, senior decision makers in a single intelligence agency can set budget priorities for more than 2,000 applications and systems.
