Past Performance

Wireless Program Management Office (WPMO), Federal Emergency Management Agency (FEMA)

When the WPMO was tasked with managing FEMA’s wireless requirements, the program’s statement of work needed to be revised. At the PMO’s request, Addx revised the SOW to cover contract deliverables and the Performance Requirements Summary.

Office of Passenger and Freight Programs (RPD-10), Federal Railroad Administration, Department of Transportation

For RPD-10, Addx provided technical advisory services and acquisition planning support. Addx integrated a systems approach that let the agency issue a PMO contract for High-Speed Intercity Passenger Rail (HSIPR). Also, Addx personnel analyzed and documented the current situation and the desired outcome; analyzed and detailed the gaps (contractual, budgetary, and resource) between two states; reconciled the differences through analysis and collaboration; and developed an executable implementation plan.

Hurricane Protection Office (HPO), U.S. Army Corps of Engineers

Addx subject-matter experts—experienced in OMB 300 acquisition regulations, policies, and guidelines—helped HPO draft and define SOWs and Statements of Objectives (SOO). They reviewed SOWs and SOOs for accuracy before HPO used them in solicitations or contracts. They helped develop acquisition strategies, advising which type of contract to use and how to meet small business set-aside requirements; conducted market research; and helped develop Independent Government Cost Estimates (IGCEs).
