Past PMRs

Addx Director, Acquisition Services, is an acknowledged expert in the development and execution of PMRs. He personally developed a contracting inspection plan and checklist for the Air Force Command Inspector General. While assigned to the Defense Contracting Management Agency, he led eight PMRs of the Other Defense Agencies, including DARPA, DeCA, DIA, DISA, and the DODEA. At the Department of Energy, he developed a PMR program that saved the department more than $15 million in unnecessary acquisition costs over a period of two years. The DOE program became the benchmark for other Federal agencies, including EPA and USAID.

Leadership

Our PMR Team Lead, Bill Reed, has over 30 years of experience in the contracting (1102) career field. He was instrumental in the successful establishment of the Department of Veteran Affairs Strategic Acquisition Center (SAC) in Fredericksburg Virginia in 2012 and directed much of hiring of contracting professionals. He established an Acquisition Guide framework for implementing policy and procedures for the Center. He was also the first at the Center to receive a contracting officer’s unlimited contracting officer warrant and issued the first solicitation in less than 2 months.
